News Americas, NEW YORK, NY, Fri. Jan. 2013: A total of 55,742 criminal immigrants were sent packing from the U.S. and back to their homelands in the Caribbean and Latin America in 2012, New Americas has found.

Data NAN obtained and analyzed from the U.S. Immigration and Customs Enforcement agency on deportee rates to Latin America and the Caribbean, found that while some 4,898 of all criminal immigrants were sent back to the Caribbean last year, Latin America accounted for over 12 time that number with 50,844.
A “criminal alien” is defined under U.S. immigration laws as a migrant who is convicted of a crime. Most of those deported were sent back for murders and sex and drug crimes.

Non-criminal immigrants deported to the Caribbean totaled 1,612 while to Latin America the number was a whopping 176,589. In total, the number of all immigrants sent back to the Caribbean region in 2012 was put at 6,510 by ICE and 227, 433 to Latin America.

El Salvador: 19,694 total removals (9,095 criminal and 10,599 non-criminal);

The U.S. Immigration and Customs Enforcement said they deported 409,849 immigrants who broke criminal laws, were threats to national security and were recent border crossers and repeat violators of immigration law, around the globe in 2012.

Of the total number removed, approximately 55 percent, or 225,390 were convicted of felonies or misdemeanors – almost double the removal of criminals in FY 2008. This includes 1,215 immigrants convicted of homicide; 5,557 immigrants convicted of sexual offenses; 40,448 immigrants convicted for crimes involving drugs; and 36,166 aliens convicted for driving under the influence.

ICE said it continues to make progress with regard to other categories prioritized for removal. Some 96 percent of all ICE’s removals fell into a priority category – a record high.
U.S. Immigration and Customs Enforcement Director, John Morton, said the administration’s focus remains on removing from the country convicted criminals and other individuals that fall into priority areas for enforcement.

“Smart and effective immigration enforcement relies on setting priorities for removal and executing on those priorities,” said Director Morton. “In order to further enhance our ability to focus enforcement efforts on serious offenders, we are changing who ICE will issue detainers against. While the FY 2012 removals indicate that we continue to make progress in focusing resources on criminal and priority aliens, with more convicted criminals being removed from the country than ever before, we are constantly looking for ways to ensure that we are doing everything we can to utilize our resources in a way that maximizes public safety.”

Dec. 21, 2012: Hate it or love it, there is no denying the reality show, “The Real House Wives of Atlanta,” rakes in an average of close to 2 million viewers each week according to Nielsen Ratings. And so the tiny Caribbean island of Anguilla is basking in that TV glow as for the third straight week this Sunday, Dec. 23rd, it will be featured as host of the “stars” and their significant others.

The first episode featuring Anguilla began airing on Dec. 9th and featured not just the natural beauty of the island and its luxurious villas, but also the country’s permanent secretary in the Ministry of Finance & Tourism, Haydn Hughes.

Hughes told News Americas Thursday that he is “extremely happy that the BRAVO network accepted our invitation to host the Real Housewives of Atlanta on Anguilla.”

The show attracts the most viewers in the 18-49 and 25-54 age groups during the 9 and 10 p.m. hours on Sunday nights.

Hughes said he believes the TV exposure “will equate to more visibility for Anguilla that will include persons across the income spectrum.”
“We look forward to the increase exposure and more visitors to our shores so they can enjoy not only the great food and spectacular beaches, Hotels and Villas but also the warmth and hospitality of the Anguillian people,” added Hughes.

Of course what would “The Real Housewives Of Atlanta” be without drama? Fans saw a lot of that including the open flirtation of Kenya Moore, the latest addition to the cast, who many are now learning teamed with a former date to get on the show and pretend she was in a relationship.

Moore not only flirted outrageously with the husband of fellow cast member, Phaedra Parks, but then turned up the drama in last week’s episode by having a verbal blow out with Porsha Stewart in which the “b” word and tramp was thrown around a lot.

Peter and Cynthia following their beach ceremony. (Bravo TV image)

The main highlight of the Anguilla episodes was, however, last Sunday’s vow renewal ceremony on the beautiful beach of Anguilla at sunset, by couple, Cynthia Bailey and her Jamaican migrant husband, Peter Thomas.

“The Real Housewives of Atlanta” is produced by True Entertainment for Bravo. Steven Weinstock, Glenda Hersh, Lauren Eskelin, Omid Kahangi and Megan Sanchez-Warner serve as executive producers.

Tune in to Bravo TV at 9 p.m. on Sunday night for another episode of “The Real Housewives of Atlanta.”

News Americas, THE VALLEY, Anguilla, Tues. Nov. 13, 2012: With a second term assured, President Barack Hussein Obama, the 44th President of the United States, pledges to be more flexible as a leader.

This pledge was overheard on an open mike on March 26th 2012 while speaking to Russian President Dmitri Medvedev. In that conversation, he said, if given “space,” he’ll have more flexibility “after my election.” The mike was supposed to be off but what did that pledge really mean? In my opinion, it means many things including of course, the issue of nuclear proliferation.

There has been a lot of speculation over that statement but here is what I think he meant as it relates to our space – the Caribbean. I believe, and it has been confirmed, that the current Secretary of State, Hillary Rodham-Clinton, will step down just as General Colin Powell Stepped down after one term as Secretary under the George W. Bush administration.

There have been speculations of this with two names touted namely, John Kerry the senior United States Senator from Massachusetts and Ambassador Susan Rice. If Rice became Secretary of State, it would mean the end, at least for the next four years, of her vacationing on Anguilla. This is a vacation which she has broken just once in the past eight years. I am doubtful President Obama will chose Rice as Secretary of State due to the Benghazi scandal and upcoming investigations so most likely, the President will go with the experience of Mr. Kerry.

Attorney General Holder is of Caribbean Heritage, (Barbados), and by adding Mr. Kerry to his Cabinet, the President I am predicting, will pursue an end to the Cuban embargo. Yes, after some fifty-three years in isolation from the US and vice versa, Cuba’s embargo will end. I am no prophet but I have followed Obama since 2004 and have seen how he has subtly changed many, many things. Besides, Cuba is no threat to the USA and Mr. Obama recognizes this.

The end of the embargo will also be due in part to the massive investment from Europe and Canada and the safety and security of Cuba as a Tourism destination along with tremendous trade possibilities. Of course, Cuba already sits in second place the Caribbean in terms of tourism arrivals with 2.7 million a year. Only the Dominican Republic receives more tourists with some 4.3 million tourists a year mostly due to all inclusive packages.

Mr. Obama will again go down in history for more than ending don’t ask don’t tell, signing into law the Lilly Ledbetter Fair pay act, credit card reform, the Health care bill (Obamacare), investing heavily in renewable technology, regulating tobacco and improving the FDA food safety thought the food safety modernization act, passed the act that reduced sentencing disparities between crack and powdered cocaine, ending the ridiculous war in Iraq, getting Osama Bin Laden when Bush said he don’t even think about him, increasing support for veterans, turning around the Auto industry with new fuel efficiency standards, new EPA restrictions that are closing down the biggest pollutants, expanding Pell grant spending and improving America’s image around the world. He will also go down in history as the man who ended the most ill-conceived embargo ever in history and one that has outlasted ten US Presidents.

President Obama will ensure that the embargo does not outlast him and the world, in particular, the Caribbean, will celebrate this bold move!

Editor’s Note: Hadyn Hughes is the Parliamentary Secretary of Tourism for the island of Anguilla.

News Americas, LONDON, England, Mon. July 23, 2012: Recent Caricom Heads of Government meetings have recorded concern about one or another aspect of the relationship between the UK and its overseas territories.

The July 4 to 6th meeting in St Lucia was no exception. There, the combative Chief Minister of Anguilla, Hubert Hughes, obtained the agreement of Caricom Heads to send a delegation of Foreign Ministers to the island to report on his difficult working relationship with the UK-appointed Governor.

At prior meetings, other issues relating to the UK Overseas Territories have also surfaced. The most significant of these has been Caricom’s concern about the UK’s 2009 decision to impose direct rule in the Turks and Caicos Islands (now due to hold elections on November 9th). This constitutional suspension arose out of serious allegations of corruption and more recently charges being brought against the former Premier, former ministers, opposition figures, local lawyers, officials and foreign investors.

At the heart of some of the independent Caribbean‘s criticism of the way in which the British Dependent Territories are governed seems to lie a more general uncertainty about the nature of dependency, and where the metropolitan power’s authority and the locally-elected government’s responsibilities begin and end.

This is hardly surprising as the relationship is regularly modified by personalities, the unique character of politics in very small states, and a lack of understanding among some UK officials and expatriates about the effect that their decisions have on small, often conservative, thoughtful Caribbean societies with the consequential unspoken result that islanders feel they have been slighted or ignored.

This has not been helped in the past some extraordinary examples of poor governance and the absence of UK control, or the understandable frustration in some territories where, in the past, popular locally elected ministers have been faced with Governors whose ability to undertake what is a very complex role, has been limited.

However, what is now happening in the UK’s overseas territories should change this and result in development and a much improved dialogue, providing both the overseas territories and the independent Caribbean with a measure of reassurance. In this, an important element is the genuine interest being shown in improving the relationship by the UK Minister responsible for the UK’s policy towards the Overseas Territories and the Caribbean, Henry Bellingham.

Earlier this month, the British government published a White Paper setting out its future policy towards all fourteen of its dependent territories. The document reflected a decision by the UK Foreign Secretary, arrived at while in opposition, that Overseas Territories matter, need to be embraced, and should be allowed to manage their own affairs within mutually agreed parameters on good governance and economic management.

The new line formally recognises the diversity and difference between all OTs and the need for each to have its own relationship with London. It also accepts the need for constitutional evolution, and sets out in some detail an approach that amounts to re-engagement

For instance, it makes clear that all UK Government Departments must now become involved and be committed to supporting economic growth, development and resilience. This is coupled with an insistence that the UK will ensure ‘the same high standards of governance as in the UK, including in the areas of human rights, rule of law and integrity in public life’. It also states unequivocally that Britain ‘will tackle corruption in all its forms’ and ensure high quality public financial management by launching a long-term programme of support for the public services in the overseas territories.

What the 128 page White Paper does is make clear the informal contract that will exist by setting out the nature of the future relationship and the ways in which Britain intends meeting the wishes of islanders while ensuring situations of the kind that arose in Turks and Caicos do not happen again.

By the end of 2012 European Union policy towards all of its Overseas Territories including those in the Caribbean should also have become much clearer.

Over the last two years Europe has been gradually developing a new policy that will define its relationship with the overseas territories that remain to a greater or lesser extent related to one or another EU member state.

Sometime before December 2013 the EU Council of Ministers will approve a new 193 page Overseas Association Decision which will provide a foundation for the European Commission’s policies towards Europe’s Overseas Countries and Territories (OCT).

The EC also says it wants to modernise the relationship with its OCTs. In doing so it puts forward a similar case to the UK. It notes that as ‘classical development cooperation with its focus on poverty reduction’ no longer addresses OCT needs, a new partnership should provide a more flexible trade regime. It suggests its core aim is to strengthen the economic position of the OCTs by increasing their competitiveness and resilience.

Taken together these policy documents have the effect of locking Europe as a whole, plus the United Kingdom, France and the Netherlands individually and in different ways, into the region for the foreseeable future.

This more holistic approach on the part of the UK and Europe suggests that the independent nations of the Caribbean ought, as they consider the Caribbean’s strategic re-positioning, to analyse how to factor in and better utilise changing external policy towards dependent neighbours.

CaribPR Wire, The Valley, Anguilla, Fri. April 27, 2012: On Tuesday 24th of April, The Government of Anguilla’s Ministry of Infrastructure, Communications, Utilities and Housing (MICUH) hosted the Anguilla Renewable Energy Integration Project (AREIP) Stakeholder Workshop at Paradise Cove Resort, Anguilla. Close to 100 local stakeholders gathered to listen and comment on the presentation of the initial report from the Project Consultants, Castalia Strategic Advisors. The AREIP is being funded by the Climate and Development Knowledge Network (CDKN) – a UK based development funding agency that aims to help decision-makers in developing countries design and deliver climate compatible development.

The specific purpose of the project is to support Anguilla’s efforts to implement key elements of its National Energy Policy and Climate Change Policies by amending current electricity legislation to provide a clear framework for the integration of both customer-sited and utility-scale renewable energy into the national electricity grid.

At the welcoming ceremony the Chief Minister, The Hon Hubert Hughes stressed how important this Project is to the Government and people of Anguilla. The Minister with responsibility for Energy, the Hon Evan Gumbs went on to tell the audience that the Integration of Renewables was his Ministry’s priority – in order that there will be a cheaper and more sustainable Energy Supply for Anguillans. Minister Gumbs thanked the stakeholders for coming and stated positively that “relief is not here yet, but it’s coming.”

The Presentation was led by Mr. Gianmarco Servetti, Castalia Principal and Project Director, with the assistance of two colleagues, Project Manager Ms. Laura Berman and Legal Consultant Ms. Barbara Vargas. The key assessments and recommendations can be briefly summarized as follows:
• Anguilla has economically viable renewable energy resources that can be used now.
• Anguilla’s viable renewable energy resources include solar hot water heating, solar electricity production on both a large, utility scale and a small home and business scale, and utility scale wind energy. There’s also a possibility that Anguilla could produce some limited utility scale waste to energy.
• All new buildings that require hot water should be mandated to use solar hot water heating.
• Anguilla’s Electricity Act should be amended to allow those people generating electricity at their home or business with solar or wind – referred to as Distributed Generators, to sell any excess power they produce back to the national grid under a contract agreement with the electric utility.
• Utility rules should be put in place to govern Distributed Generators’ eligibility for interconnection, technical compliance standards, contract term and payment rates under the agreement.

The three consultants then facilitated lively and informative breakout sessions on: Assessing the Potential and Viability of Renewable Energy Projects; Land Use, the Environment and Development of Renewable Energy Projects and Selling Electricity Generated by Renewable Energy Technologies.

The wrap up session saw many local stakeholders taking the floor and sharing their hopes and concerns – including Mr. Sutcliffe Hodge, who talked about the sustainability of Anguilla’s National Utility, ANGLEC, and its need to be ambitious and embrace renewables; Mr. David Gumbs, the CFO of ANGLEC who gave many examples of ANGLEC’S commitment to do so; and Mr. David Carty, Chairman of the Anguilla National Energy Committee (ANEC) who reminded the audience of the ‘big picture’ and posed that mitigating climate change is key, and the integration of renewables and the sustainable development of Anguilla can serve as a role model for other developing nations, and as such should attract international funding and exposure for Anguilla.

Mr. Servetti said, “It was a successful workshop. There proved to be lots of interest and buy-in for the regulatory changes in the short term and also support for broader reforms long term.” When asked if he thought the audience was engaged he went on to say, “More than normal – it seems everyone feels that they have a primary role. It was a very lively and engaging discussion – and productive too.” When asked when the recommendations could be acted on he added “some can be implemented immediately …some can happen now.”

Mr. Crefton A. Niles, Director of Public Utilities/Telecommunications Officer, Government of Anguilla, who is managing the project, said, “… an excellent workshop – lots of information was exchanged in both directions. Participants questioned the presenters and vice-versa. We all came together for the benefit of the country as a whole. I look forward to the final report from the consultants and thank CDKN & DFID for their overall sponsorship of the project.”
The Project Manager for CDKN, Ms. Patricia Leon, summed it up “It was inspiring to see the interest of different stakeholders in Renewable Energy and I look forward to seeing the recommendations being analyzed by the Government of Anguilla and implemented in projects that benefit the people of Anguilla.”

The Anguilla Renewable Energy Office (AREO) was instrumental in securing funds for the project from CDKN and continues to play a key role – working alongside the Government of Anguilla to raise awareness of and communicate the milestones and successes of the AREIP by regular communications with stakeholders.

News Americas, The Valley, Anguilla, Weds. July 20, 2011: Amputee cyclist, Walter Grant Stuart, is a standout athlete who now has a championship title to prove it.

Not only did he stand out in the 12th Annual John T. Memorial 102-mile long race this past Sunday, July 17th in Anguilla, but he captured the support and hearts of new fans and many others who clearly rooted him on with respect and awe. A former fireman in Guyana, Stuart lost his arm on active duty three years ago.

But that has not stopped him one bit. On Sunday, he won the title of the John T. Memorial Cycle Race in a heated finish against Francl Pangan of St, Maarten in with a time of 3:42:12. He remained in the lead pack throughout the race amazing and pleasing the crowds on hand.

Shocked and stunned spectators were so impressed with his victory and skill they spontaneously went through the crowds and collected money and presented him after.

The amputee cyclist had already proven himself to be among the top cyclists in Guyana. He was forced to drop out of the A+ race on Saturday, July 16th, when he encountered mechanical trouble with his bicycle. But word of his performance incited the crowds who came out to see the ‘One-Hand’ cyclist from Guyana, and Guyanese residing in Anguilla were overwhelmingly elated when he crossed the finish line first on Sunday.

Godfrey Pollydore, another Guyanese cyclist, took 7th place. He’s also a former top cyclist in Anguilla. No Anguillan has ever won this title, which sees more than 50 cyclists from around the Caribbean who participate in the event.

Stuart thanked the Anguillian community for making him feel at home and for their support at the awards ceremony. The first three place winners received a trophy and US$1,000, $800 and $600, respectively. The prize money decreased by $100 to the tenth place winner and all those placing between 11 and 20 received $50.

The Guyana Cycling Association of North America, which is presided over by Neville Hunte, supports the champion and will be hosting an event and raffle in honor of Stuart during the September Labor Day weekend in New York.

Cape Air inaugurated Anguilla service on December 22, 2010 and it was an immediate success. “The Cape Air model of high-frequency flights and easy connections with the mainland is a needed service on Anguilla,” said Andrew Bonney, Cape Air’s Vice President of Planning. “We are thrilled to be at a point already where it makes economic sense to add capacity on Anguilla. With a fleet of 66 aircraft Cape Air can add as many seats as Anguilla needs, in an economically rational and sustainable way,” he added. Cape Air’s Anguilla service neither needs nor receives subsidy.

Cape Air’s partnerships with JetBlue and Continental Airlines have allowed for widespread distribution, increasing access to Anguilla as a tourism destination. Customers can book flights to Anguilla on the website of San Juan’s largest airline, JetBlue Airways. Cape Air’s codeshare with Continental Airlines puts Anguilla on Continental’s route map. In addition, Cape Air has for more than a decade interlined with American, Continental, Delta, US Airways and United.

About Cape Air:

Now in its 22nd year, Cape Air is one of the largest independent regional airlines in the United States annually flying over 650,000 passengers to destinations around the world including New England, New York, the Caribbean, Florida, the Mid-Atlantic, the Midwest and Micronesia. With a fleet of sixty-four Cessna 402s and two ATR-42s, the employee-owned company operates up to 600 flights per day. Based in Hyannis, Massachusetts, Cape Air also operates flights under the Nantucket Airlines brand. Cape Air is a codeshare partner with Continental Airlines in the Caribbean and American Airlines in the Midwest. In Micronesia Cape Air operates as Continental Connection or United Express. In addition, Cape Air has ticket and baggage agreements with most major airlines. Cape Air’s unique brand of customer service, MOCHA HAGoTDI,* has earned the airline accolades as ‘Best Airline’ on Nantucket, Martha’s Vineyard and in the United States Virgin Islands. The airline has been recognized for outstanding philanthropy in the communities it serves and Founder/CEO Dan Wolf was recipient of Ernst & Young Entrepreneur of the Year™ Award.
