News Americas, NEW YORK, NY, Fri. Mar. 28, 2014: The FBI needs help to find several Latin American and one Caribbean immigrant who remain on the lam after committing crimes against children.
Most of the sex offenders are from Mexico but one is from El Salvador and another from Haiti in the Caribbean. The FBI says it is willing to pay upwards of $20,000 in one instance for help in finding at least one of the ‘sickos.’
The $20,000 reward is on the head of Dr. Emilio Luna. Dr. Luna, a Mexican-born pediatrician who lived in Phoenix, Arizona. Luna was identified as allegedly sharing child pornography on a peer-to-peer (P2P) network.
He was under indictment for five counts of distribution of child pornography in 2010 but fled house confinement on September 12, 2010 after he was granted a pretrial release which stipulated house confinement with electronic monitoring.
During this pretrial period, Luna was allowed to leave his home for specific and approved reasons. On September 12, 2010, he was permitted to attend church services at 12:30 p.m. At approximately 8:30 p.m., Luna’s abandoned vehicle, which contained bolt cutters and the electronic monitoring device, was found by local law enforcement in an abandoned parking lot. Luna may have fled to Texas, California, Illinois, or his birth city in Mexico.
Also wanted for distribution of child pornography is Luis Tejada of El Salvador. It is alleged that Tejada distributed child pornography images and video via the Internet but is now at large.
Making the Wanted List for Crimes Against Children also is Haitian national Frantz Dieudonne.
Dieudonne is being sought for his alleged involvement in sex-related crimes with a minor, after being indicted in Illinois on October 1, 2002, and in Utah on February 26, 2003.
From November of 2001 through May of 2002, Dieudonne allegedly traveled across state lines from Pennsylvania to Utah to engage in sex with a 15-year-old minor.
On June 1, 2002, Dieudonne was arrested in North Aurora, Illinois, for allegedly transporting a minor in interstate commerce with the intent to engage in sex and was released on bond one week later.
Dieudonne was scheduled for a pre-trial motion on September 22, 2003, in the Northern District of Illinois, but he failed to appear, and a bench warrant was issued for his arrest. Dieudonne also failed to appear for trials, which were scheduled for October 20, 2003, in Salt Lake City, Utah, and November 3, 2003, in Chicago, Illinois but never showed up. He’s been on the lam since.
The other wanted men are all Mexicans.
Leading the pack is Jose Gustavo Badillo, 45, who has a $10,000 reward on his head.
Badillo, is wanted for allegedly raping and molesting a minor female over the course of several years, beginning approximately in 1998. On September 1, 2005, the District Court of the 20th Judicial District, State of Oklahoma, issued an arrest warrant after Badillo was charged with first degree rape. Badillo was charged federally on September 19, 2005, with transporting a minor in foreign commerce with intent to engage in sexual activity, and tampering with a federal witness/victim. In addition, on February 23, 2006, United States District Court, Eastern District of Oklahoma, issued an arrest warrant for Badillo relating to a charge of possession of child pornography. But he’s never been found and is still on the lam.
Cruz Naranjo Silva, a 72-year-old Mexican immigrant, is another ‘sicko’ making the wanted list.
Silva is wanted in Sacramento County, California, for the alleged forcible rape of his girlfriend’s young daughter on her birthday. He was arrested and charged with committing a lewd act upon a child under the age of 14 in July of 2006, but is thought to have fled while out on bail. A federal arrest warrant was issued on May 9, 2008, after Silva was charged with unlawful flight to avoid prosecution but he remains on the lam.
Rene F. Ramirez, 32, also of Mexico, is wanted for possession and receipt of child pornography. From approximately June of 2007 through December of 2009, it is alleged that Ramirez was involved in the trafficking of child pornography, via computers, in the New York City area. A federal arrest warrant was issued for Ramirez in the United States District Court, Southern District of New York, on March 7, 2011, after he was charged with possession and receipt of child pornography but he remains at large.
Authorities also want Hugo Sanchez, a 38-year-old Mexican, for unlawful flight to avoid prosecution and predatory criminal sexual assault. It is alleged that during June 2001 through August 2003, Sanchez sexually assaulted three minor children in Chicago, Illinois and then fled the state.
Jose Antonio Barroso is wanted for his alleged involvement in the rape of a young girl in Fort Smith, Arkansas. The rape allegedly occurred from the time the victim was five years old until she was eleven years old when it was reported. Barroso is believed to be in the Guadalajara, Mexico, area after avoiding an arrest warrant.
And Jorge Alberto Martinez, Jr. is wanted in Sacramento County, California, for allegedly engaging in multiple sex acts with a 13-year-old girl.
Martinez was arrested for this crime and was found to be in possession of illicit photographs of the victim and a loaded handgun. Prior to his trial, Martinez fled Sacramento County. In August of 2006, he was charged in the Superior Court of California, County of Sacramento, with lewd and lascivious act with a child under 14 years of age, oral copulation with a child under 14 years of age, photographing a minor during a sex act, and possession of a concealed firearm. On July 11, 2007, Martinez was charged in the United States District Court, Eastern District of California, Sacramento, California, with unlawful flight to avoid prosecution and a warrant was issued for his arrest.
Martinez may have fled to Mexico.
